UPDATE: 5-year-old Lili Justine High has been found safe with family members after being taken from her father's house Sunday night.

The woman who is believed to have taken the girl, Tammi J. Lampkins — also known as Tammi J. Kelly — was taken into custody Monday morning after police say she saw herself on a television news broadcast and turned herself in.

The Gladstone Police Department has issued an Endangered Person Advisory for a missing person incident that occurred at 2700 Northeast Terrace, Gladstone, Mo. at 9:30 PM on April 7.

Lili Justine High is a white, female, age 5, height 3 foot, 50 lbs, brown hair, hazel eyes, medium complexion and missing her 4 front teeth.  She was last seen wearing a yellow T-shirt, red and grey Spandex pants and no shoes.

Lili was last seen with Tami J. Kelley a.k.a. Tami Lamkins.

The Kansas City Police Department released the following statement:

At 9:25 p.m. on April 7, Tami Kelley arrived at Bruce High’s residence. High had not heard from Kelley for about three months. Kelley subject is a friend of both Bruce and the victim’s Mother, Christina Willbanks.

Bruce and Kelley visited for a short time and at one point Bruce left the room. Bruce heard some commotion in the front room and when he went to investigate, Kelley had left the residence with Bruce’s daughter, Lili J. High. Bruce observed the two leaving in a Teal Green “97 Mazda 626, MO license SJ9-J0U. The vehicle has extensive damage to the entire passenger side.

Bruce had no idea why Kelley would take his daughter, but believes Kelley may be working with Willbanks.
