JEFFERSON CITY, Mo. (AP) — Missouri GOP lawmakers still are grappling for consensus at the Legislature's midway point. The most Republicans ever in the House have helped speed the passage of abortion restrictions and a bill to bar mandatory union fees. And headway has been made on issues important to both parties, such as fixing problems with the state's student transfer law. But differences between Republicans in the House and Senate have slowed consensus, even on some GOP hot-topic issues.
