JEFFERSON CITY, Mo. (AP) — A measure that would allow Missouri students in struggling schools to transfer to better-performing buildings in their districts has approval from a House panel. The proposal is aimed at addressing flaws in the state's student transfer law. The current transfer law allows students in failing districts to switch schools at the expense of their home district.
