O’Fallon Man Drowns in Missouri River

The Missouri State Highway Patrol investigated a drowning that occurred Sunday morning on the Missouri River.

25-year-old Russ Q. Stigger, O'Fallon, was located 600 yards downstream from Frontier Park in St. Charles.

According to the report, Stigger was believed to be intoxicated and climbed over a railing of a barge that was moored at the park, before jumping into the river. The victim was last seen calling for help before disappearing beneath the surface. He was pronounced dead by a St. Charles County Medical Examiner investigator at 10:22 a.m.
