KANSAS CITY, Mo. (AP) — President Barack Obama is expected to criticize Congress for its inaction during his speech at Kansas City's historic Uptown Theater. He wants to prod Congress to close corporate tax loopholes and take other action before going on summer break this week instead of trying to sue him. Obama went out for barbecue a night earlier with four Kansas City residents to highlight the struggles of working Americans.
