Sedalia Proposes 5% Water Rate & 7.5% Sewer Rate Increase
Monday night's City Council meeting began with a public hearing regarding an annexation request from Charles Christasen for property located at 21916 Main Street Road.
No one signed up to speak about the annexation, and the annexation was approved.
Next was a presentation on the Southeast Wastewater Treatment Plant.
A public hearing regarding an increase in sewer and water rates was then held. The City proposed a 5% increase in water rates and a 7.5% increase in wastewater rates. There were no speakers for that hearing either, and the new rates will now be in effect.
Officer Keaton Schnell was then recognized for 10 years of service to the SPD.

Chief David Woolery said Ofc. Schnell has worked as a patrolman for the past 10 years after bring hired Aug. 24, 2016.
Schnell has also worked as special response team member, firearms instructor, department training instructor, and armorer.
He referred to Schnell as a "steady presence" on the force.

"If he comes to me about an issue, I give it my immediate attention, because if he's bringing it to me, it's worth listening to," Chief Woolery said of Ofc. Schnell.
Under Community Development, Council overrode Mayor Williams' veto, 7-1, regarding Bill #2026-108, pertaining to a redevelopment agreement with MACO Management and Sedalia Housing Associates, LP, for roof repair at Lincoln-Hubbard, a low-income housing project located at 711 North Osage. The cost should not exceed $65,000.
Redford was the sole no vote on the matter.
Under Finance and Administration, Financial Director Jessica Pyle then gave Council an update on "revenue collection trends."
Net sales are higher than last year at this time, she said, to the tune of nearly $477,000, a 4.8% increase over last year.
The franchise tax is higher for the same time period due to the electric tax, Pyle noted.
The transportation tax is higher year to date, also, due to an increase in the gas tax, by 8.6%.
Vehicle sales were up 1.6% over last year, which produced a 2.1% increase in vehicle fees.
Property tax is up slightly, with an increase of well over $11,000.
Overall, the budget is up by $180,000 over last year at this time, she said.
The fee scheduled regarding fire alarm and fire sprinkler systems was amended Monday night.
Electrical permits and fire sprinkler permits will be $50 each for the first $1,000 of project value and $6 per additional $1,000, it was noted.
Amendments to the ERP Contract with Tyler Technologies (Yarmouth, Maine) were then approved by Council.
Under Public Works, Council authorized staff to submit an application to the Missouri Regional Bridge Program to be able to repair the William Parkhurst Bridge.

The federal funds are administered through MoDOT. There is a Sept. 30 deadline.
Council then approved repealing an ordinance that relocated a crosswalk at Sacred Heart School, and approved a new ordinance that re-establishes the TAP-funded crosswalk at the mid-block location, directly in front of the private school.
Under Public Safety, Council authorized the SPD to apply for a FY 2027 Local Violent Crime Prevention Act. The plan is to purchase three i-Pro, in-car video systems for patrol vehicles, with a total cost estimated at $26,171.
The grant will pay for $25,000 of that cost, and the department will pay the remaining $1,171.

Under Community Development, Council approved a final plat for "Cretus Acres" a 12-acre addition to the City of Sedalia, located near Broadway and Harding.
It was noted that the property was previously platted, but never developed. The new final plat will eliminate the previous plat and establish the "Cretus Acres" plat.
Council then passed a resolution establishing a 120-day moratorium on the acceptance, processing and issuance of new zoning, use, building, business license variance, special use, conditional use and temporary use approvals for services related to homelessness.
The moratorium does not repeal Ord. #11784, it was noted, but it does give Council time to review City Code before considering any future changes.

Council approved three liquor licenses for special events, including:
