The Missouri State Highway Patrol is investigating after a Carrollton police officer shot an armed man.

The shooting happened Saturday night as two officers were issuing a citation about a dog running loose.

The patrol says the man, 69-year-old David Blair, was unhappy about the citation and was carrying a handgun. Investigators say Blair was shot when he refused the officers' orders to drop the gun.

Blair is hospitalized in critical condition in Columbia.

The patrol says the officer who shot Blair is a three-year veteran of the department. He and the other officer are on paid administrative leave, which is standard procedure after an officer-involved shooting.
