Missouri State Highway Patrol Trooper Zachary T. Costley is getting a lot of accolades and has been named Sworn Team Member of the Month by the Missouri Department of Public Safety after foiling a potential kidnapping plot while conducting a traffic stop late last summer.

A search of the driver's pockets revealed a list containing the following items: duct tape, zip ties, a bat, and a stun gun.

Trooper Costley was conducting a traffic stop for a registration violation on Highway 65 in Taney County when the driver of the vehicle refused to identify himself. After backup arrived, Costley and two other officers placed the driver under arrest after he resisted and caused a brief struggle.

A search of the driver's pockets revealed a list containing the following items: duct tape, zip ties, a bat, and a stun gun. That list of items concerned police because they could be used in a kidnapping attempt or planned assault. Police then got a search warrant for the vehicle and the man's phone.

They found some of the items from the list in the vehicle and learned that the driver and his wife were allegedly planning to kidnap their children from a foster home. Additionally, police reviewed surveillance footage from the foster home and learned the man cased the home recently.

Officer Costley's ability to read criminal behaviors and take immediate, necessary action most likely prevented a violent crime from occurring.

Officer Costley is based out of the Missouri State Highway Patrol Troop D Headquarters on East Kearney Street just West of Highway 65 in Springfield. This is just one case where a traffic stop has netted more than just a traffic ticket.
