On the afternoon of February 21st, Pettis County Deputies responded to the Sheriff’s Office to arrest a subject with outstanding warrants in his name. Kendis William Scroggins, 63, of Sedalia, was placed under arrest. Scroggins had four Failure to Appear warrants from Stoddard County from 2017 on original charges of Passing Bad Checks. The warrants were issued in December 2023. Total bond for all four warrants was set at $10,000 cash or surety.

Thursday night, Pettis County Deputies conducted a stop at East Broadway Boulevard and South New York Avenue on a vehicle without license plates. During the stop, Deputies requested the assistance of the Sedalia Police Department for the use of the K9. Sedalia Officers arrived, and conducted an open air sniff of the vehicle during the stop. K9 Rocky altered positively to the vehicle. After a probable cause search of the vehicle, suspected Methamphetamine was located. The substance tested positively for methamphetamine. The passenger in the vehicle, Morgan R. Hawkins, 26, of Sedalia, was placed under arrest pending a charge of Possession of a Controlled Substance. The driver, Ezra Scott Cowan, 25, of Sedalia, was released from the scene. There was no mention in the report of a citation for Cowan about the registration of the vehicle.
