A subject was stopped by Sedalia Police in the area of East 3rd Street and South Washington Avenue early Friday morning for failure to utilize a sidewalk when one was available.

The subject was walking in the roadway. He then noticed the Officer and started walking away faster and cutting through a residential yard, exhibiting nervousness and criminal behavior.

A warrant check revealed he was wanted for a $1500 cash or surety misdemeanor warrant out of Pettis County for 2nd Degree Harassment. He was also wanted on a Pettis County no-bond Parole Violation Warrant on original charges of Possession of a Controlled Substance.

Charles R. Winsauer, 40, Homeless, was arrested and then found to be in possession of methamphetamine and drug paraphernalia.

Winsauer was taken to the Pettis County Jail. Winsauer was booked on the warrants and placed on a 24-hour hold on state charges of Possession of a Controlled Substance and Possession of Drug Paraphernalia.
