Sedalia City Council Monday night approved a change order for a water main replacement project to compensate ES&S for their added services required at $3,935.

The reason was that one of the contractors was late in completing their portion of the project, and that in turn caused the Construction Engineering and Inspection Services to be extended beyond the original timeline.

A change order for $2,109.58 was approved, which was a negotiated amount that will be deducted from the final contract amount due to signal wires damaged from not being properly located by Mo One Call during construction. The project was Phase 4 of Streetscape in downtown Sedalia.

Due to staffing shortages within Public Works, a Request For Proposal was issued to locate suitable contract labor for such critical services as mechanics for the waste and wastewater divisions of Public Works. One proposal was received and staff recommended FTC Equipment, LLC, to provide mechanic and maintenance services. The cost is $186,200.

An ordinance was approved for an agreement for water facilities and wastewater facilities pump maintenance, repairs and on-call emergency response services in relation to the FTC proposal.

Under Finance and Administration, an ordinance was approved authorizing the City, acting through the Board of Trustees of Bothwell Regional Health Center, to enter supplements to the base lease and lease purchase agreements with Central Trust Bank dba Central Bank of Sedalia, for the purpose of providing funds to refinance the City's lease purchase agreement dated Dec. 31, 2029, and to finance the cost of additional improvements and approving all related documents.

Bothwell is working to refinance the debt for the Healing Arts Center (HAC), along with a couple of new projects.

Notes in the Council's agenda explained that COVID-19 placed increased demands on the hospital's aging HVAC system. Also, the hospital's linear accelerator, which helps treat cancer patients, is old needs to be replaced.

It was noted that Bothwell Chief Financial Officer Steve Davis has been working with Municipal Advisor Baker Tilly and Bond Council “Gilmore and Bell,” to put together a deal.

Central Bank proposed combining existing debt with debt for new projects at 2.18 percent for all.

Under Community Development, Council approved a resolution supporting the submission of a grant application to the State Of Missouri Historic Preservation, to develop a National Register of Historic Places nomination for Sedalia's Victorian Towers District.

An initial survey was completed, and the next step is another survey containing details that will allow for paperwork to be submitted to the State. That will cost $100,000 to complete, and staff recommends applying for a matching grant of $50,000 to cut the cost in half.

Council approved an ordinance regulating vacant residential properties and imposing a fee. The intent of the Community Development Council Committee is to prevent vacant properties from becoming blighted. “Through capturing critical data and increasing awareness, these properties can be turned back into habitable dwellings before they become completely unsalvageable,” the agenda notes said, adding that “the fees associated with the registration are meant to offset the costs of administering the program.”

And finally under Community Development, Council approved a Special Warranty Deed for a property at 820 North Moniteau. There was apparently a problem with the way the deed was prepared after Council approved the sale during the previous meeting.

Also, Lee Scribner, 720 W. 6th, was appointed to the Zoning Board of Adjustment for a term ending June 2023, which was Steve Bloess' term.

Chris Marshall, 711 W. 6th, was also appointed to the Zoning Board to fill a vacancy for a term ending June 2026.

Liquor license renewals were issued to Minerva M. Perez-Marin dba El Tapatio, LLC, 3000 South Limit, for liquor by the drink and Sunday Sales, $750, as well as to Paul Beykirch, dba County Distributing, Inc., 1800 Eagleview Drive, for wholesale beer, $50.

Council then adjourned to closed-door session. According to agenda notes, the meeting concerns a right-of-way conveyance and the acceptance of property by quitclaim deed.

Council meets again Nov. 1. The public is invited.
