On the afternoon of October 28th, a subject on a motorized scooter was observed going through the intersection at South Grand Avenue and West Main Street during a red light. 

The subject again ran through another light at West Main Street and North Missouri Avenue. A traffic stop was initiated, but the suspect did not stop for law enforcement.  He attempted to flee along the railroad tracks near South Lamine Avenue.  The suspect was apprehended, and found to have warrants for his arrest.

One warrant was issued from Pettis County after an incident in August of 2024. According to the probable cause statement, employees of the a farm supply outlet store store called Police to report a shoplifter was inside the store on August 7th. They also noted he had stolen items previously from the store on August 2nd, August 5th, and August 6th.   The complainant stated they would like to pursue charges for the incident that occurred on August 5th, where a M18 Fuel High Torque Impt Kit 1/2", valued at $499.00, had been stolen.

Officers approached the suspect, who was pushing a cart with several tools in it.  Officers asked the suspect to step outside, and explained to him he had been seen on video taking items without paying for them.  The suspect denied he'd ever stolen anything, and stated he had never been in the store before.

In the video footage provided by the store, the suspect can be seen walking to the end of the isle in the Farm and Ranch section of the store, pushing a cart with several items in it.  The suspect then takes an item out of the cart and stops at the end of the aisle.  He stays at the end of the isle for several minutes, making movements that appear to be him putting something into his pants.  The suspect then walks toward the camera, adjusting his pockets several times, before leaving the store without paying for the item.  A warrant on charges of on charges of Stealing was issued on August 7th.  A Failure to Appear warrant was issued on September 18th, with bond set at $10,000 cash or surety.

The other warrant was issued on August 21st after an incident on August 4th.  In that incident, The complainant said that he had a statement to drop off for a theft that occurred. This theft was committed by the same subject that the complainant had talked to an Officer about previously, but the complainant had not been able to identify him in order to trespass the subject.

According to the probable cause statement, the suspect can be seen in the videos walking through aisles, stopping at some tools and gathering items into his cart, and then moving to the toy aisles. While in the toy aisle, the subject is seen opening a large blue box, removing a black bag and setting it on the floor.  Then, he kneeled down where the black bag was placed on the floor. The subject then goes to another toy aisle, then comes back to grab the bag, moves to another toy aisle where he can be seen putting items into his pants, and then leaves the store without paying for any items. The complainant's statement values the loss to be $248 for a missing flashlight, battery, and flashlight charger. The statement also says that other items were missing, but could not be identified to establish a value.  A warrant on charges of Stealing was issued on August 21st. A Failure to Appear warrant was issued on this matter on September 24th, with bond set at $500 cash only.

Richard Emmanuel Shull, 39, of Florence, Missouri, was arrested for his warrants, a new charge of Failure to Obey a Traffic Control Device, and felony Resisting Arrest. No information was given in the report to indicate a bond amount.
