Sedalia Police Reports for August 8, 2024

On the morning of August 4th, a SUV was stopped because it had a headlight out. The stop took place in the area of West Broadway Boulevard and South Beacon Avenue. The driver was found to be intoxicated by drugs. John H. Winkle, 43, of Harrisonville, was arrested on a charge of Driving While Intoxicated (Drugs). Winkle was transported to the Pettis County Jail, where he was booked and released.
Wednesday morning, Officers were dispatched to the Family Farm and Home store in the State Fair Shopping Center, 1400 South Limit Avenue in reference to a theft that had previously occurred. The manager on duty met Officers outside of the store and described a suspect who was currently inside of the store. The manager reported that he had reported this suspect to another Officer on August 6th, about items that had been stolen by this suspect on August 2nd and August 5th. A receipt was given for an item that was taken, described as a “M18 Fuel High Torque Impt Kit ½” valued at $499.00. Officers went inside the store to speak with the subject, and recognized him from previous theft investigations around the Sedalia area. The suspect denied he’d ever stolen anything from the store, and furthermore, said he had never been to the store before. In the video footage provided by Farm and Home, the suspect can be seen walking to the end of an aisle. He then made movements that indicated he was putting something into his pants. Richard Emmanuel Shull, 39, of Florence Missouri, was arrested on a charge of Shoplifting. Bond was set at $2500 cash or surety.
Wednesday evening, an Officer responded to the Heckart Community Center, 1800 West 3rd Street, for a report of found property. The reporting party found a small bag of suspected drugs in the facility. The item was collected for destruction.
Last Saturday morning, Officers responded to the 2400 block of Greenwood Lane for a report of a domestic disturbance. When Officers arrived, they spoke with the reporting party and a witness. The victim stated she’d been driving a vehicle around South Grand Avenue and Clinton Road, occupied by a witness and the suspect, who was seated behind the victim. The victim and the suspect were in a verbal argument. He made a derogatory statement about the victim’s children, and then the victim called the suspect a racial slur. The victim said that the suspect then began punching her in the head, pushed her head against the window of the car, and when they arrived back at the residence, he threw her on the ground before leaving in his vehicle. The victim had injuries to her right ear, and an open cut with active swelling. She also had scratches on both of her arms and a large red mark on her back that she said came from the suspect throwing her to the ground. The victim stated she was “just talking” with the suspect and they were not dating, but they did have a physical relationship that was sexual in nature. The probable cause statement notes that their relationship makes her a domestic victim by Missouri statute. The witness, who was a passenger in the car at the time of the assault, had recorded the audio on her phone. When Officers confronted the suspect, he initially denied involvement. After hearing the audio recording, the suspect stated he understood he might have to go to jail. In the patrol car while waiting for a transport vehicle, the suspect, who the report notes was intoxicated, admitted he had done wrong during the incident. Joshua David Hartman, 26, of Sedalia, was arrested on a charge of felony Domestic Assault in the 2nd Degree. Hartman was placed on a 24 hour hold at the Pettis County Jail. Hartman was issued a bond of $15,000 cash or surety, with a bond stipulation to have no contact with the victim.
Wednesday afternoon, Officers were dispatched to the 700 block of South Engineer Avenue in reference to a subject being inside the residence unknowingly and unwanted.
Wednesday afternoon, Officers were dispatched to the 300 block of West 3rd Street in reference to a theft. Kenkori Grant wrote a statement, and a report was made.
Sedalia Police were dispatched to the Family Farm and Home store, in the State Fair Shopping Center, 1400 South Limit Avenue. Officers were called to investigate a theft report on Wednesday morning. Officers gathered information to generate a report.
