Sedalia Police Reports for February 14, 2024

Monday afternoon, Officers responded to the area of East 15th Street and South New York Avenue in reference to a disturbance. A subject was reported to be using drugs in public. The subject was found on the scene, and was seen using drugs. Randy Loren Veeder, 47, Homeless, was arrested for Possession of a Controlled Substance. Veeder was transported to the Pettis County Jail to be booked and then placed on a 24-hour hold. Bond and court dates are to be determined.
Monday evening, a traffic stop was conducted on a black SUV near Liberty Park. The stop was conducted on the SUV in the area near South Park Avenue and Wilkerson Street because the vehicle had a headlight out. The driver was found to be intoxicated by drugs. Sara Kay Davis, 38, of Sedalia, was arrested for Driving While Intoxicated (Drugs). Davis was transported to the Pettis County Jail to be booked and released.
Tuesday morning, Officers responded to the 2400 block of West 1st Street in response to an animal attack. Three dogs were running at large, and one of them had bitten a victim. The biting animal was taken by Animal Control to the Sedalia Animal Shelter. The victim was not transported from the scene for medical treatment.
Just after 4:00 a.m. on the morning of February 9th, a vehicle was stopped in the area of West 16th Street and South Kentucky Avenue because it had defective license plate lights. The driver was found to be intoxicated by drugs. Precious Angel Turner, 19, of Sedalia, was arrested on a charge of Driving While Intoxicated (Drugs). Turner was transported to the Pettis County Jail to be booked and released.
Tuesday evening, a warrant check was conducted in the 2000 block of East 7th Street. The subject was located, and arrested on a Pettis County warrant for Failure to Appear on an original charge of Failure to Register as a Sex Offender*. Patrick Wayne Brown, 38, of Sedalia, was arrested for his warrant and transported to the Pettis County Jail. Brown was booked in and given a cash or surety bond of $5,000.
Early Wednesday morning, Officers pulled over a vehicle because it had one working headlight. The vehicle was stopped in the 800 block of Winchester Drive. Dispatch performed a computer check of the driver, and the driver informed Officers he had a revoked license. It was then confirmed he had a revoked driving privilege**. John R. Snethen, 47, of Green Ridge, was arrested on a felony charge of Driving While Revoked. Snethen was transported to the Pettis County Jail.
Sedalia Police conducted a traffic stop early Wednesday morning at the intersection of West 16th Street and South Ohio Avenue because the vehicle had a defective headlight. Officers discovered the driver had an extraditable Failure to Appear warrant out of Henry County from August of 2023. Kristin Lynn Houston, 34, of Sedalia, was arrested for her FTA warrant on original charges of Operating a Vehicle Without Maintaining Financial Responsibility (No Proof of Insurance). Houston was transported to the Pettis County Jail to be booked pending a cash or surety bond of $100.00.
Officers stopped a truck near East Broadway Boulevard and South Engineer for moving violations Monday night. The driver was intoxicated by drugs. Barbara Sue Nace, 66, of Sedalia, was arrested for Driving While Intoxicated (Drugs). Nace was transported to the hospital due to medical concerns, and was released to their care, pending charges.
Monday afternoon, Officers were dispatched to the Menards’ store, 4400 Wisconsin Avenue, for a theft report. Officers arrived on scene, gathered information from the store and from employees, and a report was completed.
Tuesday afternoon, Officers took a statement in the Police Department lobby regarding a past assault. The assault took place in the 3100 block of West Broadway Boulevard on the afternoon of February 10th, 2024. Officers spoke with the complainant, and gathered information for the report.
Sedalia Police were dispatched to the 2200 block of East 9th Street in reference to a found property report. The property was collected and placed into the property room as found.
Tuesday morning, Officers responded to the Probation and Parole Office, 205 Thompson Road in regards to a subject present with a warrant for their arrest. Sharrene Kay Schoonover, 31, of Sedalia, was arrested on a Probation Violation warrant***. Schoonover was transported to the Pettis County Jail to be booked and released of their own recognizance.
*Brown was convicted in 2009 of a felony count on Sexual Misconduct Involving a Child Under the Age of 15 and a misdemeanor count of Child Molestation in the 2nd Degree. Because of that conviction, he is considered a Tier III Offender. Tier III offenders have a life time registration requirement and shall report to the CLEO in person every 90-days. Tier III offenders are not eligible to file petition for removal from the sex offender registry, unless the requirement to register results from an adjudicated delinquent (juvenile) adjudication, after 25 years, and the clean record removal is met.
**Casenet 14HE-CR00305 and 14HE-CR00551 show previous convictions for Snethen for Driving While Intoxicated. Snethen also has two previous convictions for Driving While Suspended, 14HE-CR00472 and 14HE-CR00518. Those convictions make this new charge a felony. There are times when driving with a suspended or revoked license can lead to a class E felony, which is punishable by up to four years in jail and a maximum of $10,000 in fines.
These felony charges can occur when:
• The driver has been convicted of driving with a suspended/revoked license three or more times over the last 10 years
• The driver has been convicted of driving with a suspended/revoked license two or more times over the last 10 years and has a prior DUI conviction
• The driver’s license was revoked because of a second-offense DUI
***There are no entries available to the public in Casenet for a “Sharrene Schoonover” other than 23PT-DR00511, a paternity case. However, the respondent in that case is listed with a year of birth in 1923, instead of 1992. There are instances when a Probation Violation charge would not be listed in Casenet.
