Early Monday morning, Officers observed a motorcycle traveling at a high rate of speed east bound on West 16th Street. Officers conducted a traffic stop on the motorcycle. The driver's information was checked with Dispatch, who informed Officers that he did not have a license to operate a motorcycle. Michael T. Norman, 44, of Sedalia, was arrested for charges of Failure to Register a Motor vehicle, Operator's License Required (Motorcycle), and Defective Tail lights.


 

Saturday night, Officers observed a black SUV travelling southbound on West 3rd Street. The SUV crossed South Carr Avenue while Officers were north bound on South Carr. The driver appeared to be driving over the speed limit. Officers turned eastbound on 3rd Street and observed the SUV fail to signal a turn onto South Grand Avenue. Officers pulled the vehicle over and discovered the driver was intoxicated. Raniece Lavon Mckizzie, 26, of Sedalia, was arrested on a charge of Driving While Intoxicated (Drugs). The passenger, Laria Shanice Mckizzie, 23, of Sedalia, was arrested on a charge of Possession of a Controlled Substance (Psilocybin). She was placed on a 24 hour hold at the Pettis County Jail.


 

Sunday morning, Officers observed a subject sleeping or passed out inside of a running vehicle located near West 2th Street and South Kentucky Avenue. As Officers approached the subject, to check on his well being, they observed potential drug paraphernalia in plain view on the subject's lap. The subject was woken up, and items in his lap field tested positively for fentanyl. Additional items were located in the car. A pill and a crushed pill were also tested, and came back positively for fentanyl, as well as a bag Officers believed contained psilocybin. Alexander Luis Astocaza, 28, of Sedalia, was arrested for two counts of Possession of a Controlled Substance, and Trafficking Drugs in the 2nd Degree.


 

Sunday night, Officers responded to the 400 block of North Grand Avenue in reference to a domestic disturbance. When Officers arrived, contact was made with all parties involved. After investigation, the primary physical aggressor was placed under arrest. Alicia Lynn Ulmer, 44, of Sedalia, was placed under arrest for three counts of felony Domestic Assault in the 3rd Degree. Ulmer, who the report notes was intoxicated, was transported to the Pettis County Jail to be placed on 24 hour hold.

Sunday morning, Officers were dispatched to the area of the 900 block of West 10th Street in reference to a burglary in progress. On arrival, Officers located an open door to a shed. The shed was searched, but no suspects were located. Additional information was gathered from Jessie R. Lancaster, and a report was submitted.


 

Sunday afternoon, Officers were dispatched to the Police Department lobby in reference to a theft report. Officers arrived, gathered information from Justin Hallum, and a report was completed.


 

Friday afternoon, Officers responded to Buffalo Bins, 3040 West Broadway Boulevard, in reference to at heft. Officers spoke with Sara A. Howell, who stated the theft had occurred on the afternoon of July 17th.


 

Sunday afternoon, Officers were dispatched to the lobby of the Police Department in reference to found property. Angela J. Blanski reported finding the property in the 1200 block of South Ohio Avenue. Officers collected the property and placed it into the property room for safekeeping.


 

Saturday afternoon, Officers conducted a traffic stop on a vehicle near the area of East 24th Street and South Marvin Avenue. It was discovered the driver had a warrant for his arrest out of Camden County for Operating a Motor Vehicle Without Maintaining Financial Responsibility. Wallace Baxter Vance II, 39, of Sedalia, was arrested for his FTA warrant, which carried a bond of $150 cash only.


 

Saturday evening, Officers on patrol observed a maroon SUV disobey the top sign at the intersection of East 16th Street and South Ingram Avenue. A traffic stop was initiated on the vehicle and after a computer check with Dispatch it was discovered the driver had no operators license. Santiago Cucul Choc, 29, of Sedalia, was arrested and transported to the Pettis County Jail to be booked and released on charges of Operating a Motor Vehicle on the Highway Without a Valid License and Failure to Stop at a Stop Sign.


 

Saturday morning, Officers stopped an SUV after it was observed driving 15 MPH under the speed limit and failing to maintain its lane. The driver was high on drugs, and arrested for DWI. Robert D. Steele, 25, of Sedalia, was arrested for a charge of Driving While Intoxicated (Drugs), and Operating a Motor Vehicle on the Highway Without a Valid License.


 

Sedalia Police served a search warrant in the 600 block of East 16th Street Saturday night. The warrant was issued on July 17th after an incident on July 12th. Officers were dispatched to the address in reference to an animal attack. When tending to the victim's injuries, Officers noted the child's feet were covered in dog feces. Officers could smell the strong odor of alcohol coming from the mother. She said, "I'm not human." When asked what happened, she stated she was napping because she had stayed up all night drinking. Officers noted she stopped drinking a about an hour prior to the call. The attack happened about ten minutes before the call was placed to 911. The kitchen had a smell coming from it, and Officers were told the floor was covered in dog feces. During the interview, the victim stated he had to wake the suspect up to get her attention. The probable cause statement notes he was "forced to enter the residence and wake up his mother after being mauled by the pit bull, due to her intoxication". Officers also observed multiple cockroaches crawling on the walls of the home. The suspect stated the home had been infested with roaches for about three years. Christina Marie Wates, 31, of Sedalia, was arrested for her warrant on charges of Abuse Or Neglect Of A Child (Serious Emotional Or Physical Injury - No Sexual Contact) and felony Endangering The Welfare Of A Child in the 1st Degree (Serious Physical Injury). Bond was set at $25,000 cash or surety.


 

Saturday morning, Officers observed a westbound vehicle at East Broadway Boulevard and South Engineer Avenue. Officers noticed it had no rear taillight and no reflector. While behind the vehicle, it began driving westbound in the eastbound lanes before pulling onto Broadway Boulevard. A traffic stop was initiated in the 800 block of East Broadway Boulevard. Joseph Elmer Fore, 41, of Sedalia, was arrested on a charge of Driving While Intoxicated (Prior Offender).


 

Saturday night, while on patrol in the area of South Quincy Avenue and West Broadway Boulevard, Officers made contact with two subjects who were fighting on the sidewalk. After an on scene investigation, one subject was arrested. Dalton Wright, 31, of Sedalia, was arrested on a charge of felony Domestic Assault in the 3rd Degree. Wright was placed on a 24 hour hold at the Pettis County Jail.


 

Officers received a report from a passing motorist on Saturday afternoon about a male subject exposing his genitals and urinating on himself while laying on the ground at the corner of East 3rd Street and South Washington Avenue. Officers arrived on scene, and found the subject still laying on ground in a pool of urine. Virgil Andrew Edgar Sr., 51, was arrested on a charge of Sexual Misconduct in the 1st Degree.


 

Saturday morning, a male subject contacted the Police Department requesting a report for medications that had been lost or thrown out. The male subject requested the report for medical providers to be able to refill the prescription.


 

On the afternoon of July 20th, Officers were dispatched to a property damage report in the 900 block of West 4th Street. Officers gathered information to generate a report. There are no known suspects at this time.


 

Friday afternoon, Officers responded to the Menard's store, 4400 Wisconsin Avenue, in reference to a several thefts. A subject was reported to have stolen approximately $6.58 worth of merchandise from the store. The suspect has not been identified at this time. The staff also reported another theft of approximately $37 worth of merchandise from the store. A report was made of the incident. Finally a theft of approximately $18.97 worth of items was also made.


 

On the afternoon of July 16th, Officers took a report over the phone in reference to a stolen boat. Officers collected information from Katelin Horne in the 1400 block of South Carr Avenue. The stolen items have been entered as stolen.


 

Friday afternoon, Officers were dispatched to the lobby of the Police Department in reference to a theft that occurred at the Shell Gas Station 1722 West Broadway Boulevard. Officers collected a statement from management and video footage of the event.
