Sedalia Police Reports for October 14, 2024

On the afternoon of October 11th, Officers were dispatched to a shoplifting report that had just occurred at 3115 West Broadway Boulevard. Officers arrived on scene, spoke with witnesses, identified the suspect vehicle, and statements were gathered from the witnesses and victims. The MSHP located the vehicle westbound on US 50, just outside of Sedalia. Daniel Deshon Smith, 22, of Kansas City, was arrested on charges of Tampering With the Property of Another (2nd Degree), Stealing, and Harassment. The stolen merchandise was related to the store.
Friday night, Officers conducted a traffic stop on a car at West Broadway Boulevard and South Warren Avenue for illegally tinted front windshield and side windows. The front driver’s side window measured 5%, which is below the RSMO required 35%. Charges are being requested, but the suspect was not named in the report.
On the night of October 7th, Officers conducted a traffic stop on an SUV near the area of West 9th Street and South Carr Avenue after it utilized the turn lane as an acceleration lane and failed to signal a turn. The driver had a revoked license out of Missouri. Daniel Sergeyevich Oskolsky, 38, of Sedalia, was arrested on charges of Driving While Revoked and Failure to Maintain Financial Responsibility.
Sunday evening, Officers responded to a retail store at 3201 West Broadway Boulevard to investigate a report of theft in progress. Two subjects were observed stealing merchandise, and were apprehended. Kristi E. Whitcher, 31, and Scott R. Whitcher, 34, both of Sedalia, were arrested on charges of Stealing. Both were given a summons and released from the scene.
On the night of October 8th, suspicious activity was reported in the 3800 block of Cambridge Drive. A report was generated to document the incident.
Saturday evening, a vehicle was stopped that had been previously been reported as a careless driver. The Vehicle was reportedly swerving all over the road. The vehicle also had an illegal amount of window tinting. The stop was conducted at Wilkerson and South Vermont Avenue. The driver had a suspended license and was intoxicated. Gonzalo Lucas Medina, 38, of Sedalia, was arrested on charges of Driving While Revoked, Operating a Motor Vehicle with Vision Reducing Material Applied, Failure to Maintain Financial Responsibility, felony Driving While Intoxicated, and felony Leaving the Scene of an Accident. Medina was placed on a 24 hour hold at the Pettis County Jail.
Saturday evening, an Officer responded to a retail store located at 3201 West Broadway Boulevard, for a report of theft. The complainant reported a female subject stole several items, was confronted by asset protection, and then fled the business with a portion of the stolen property. The theft was valued at $182.52. The suspect has been identified, and a Stealing charge is being requested through the prosecutor.
Sunday evening, Officers were dispatched to a home improvement store at 4400 Wisconsin Avenue to investigate a past occurred theft. Information was gathered for a report.
On the night of October 11th, Officers responded to a disturbance in progress involving a knife in the 800 block of North New York Avenue. Once on scene, it was determined that a physical altercation took place between two subjects in a domestic relationship. A primary physical aggressor could not determined, and a 12 hour log report was taken.
Sunday afternoon, Officers were dispatched to a retail store at 3201 West Broadway Boulevard for a trespassing report. Officers arrived on scene, gathered information, documentation of the previous trespass notice, and identified the suspect. Andrea Miller, 20, of Sedalia, was cited for Trespassing. Miller was released on scene with a court date.
Officers responded East 5th Street Sunday afternoon regarding a hit and run accident. Rima Kondratyuk reported the accident took place in the 700 block of East 5th Street. The investigation is ongoing.

Saturday afternoon, Officers were dispatched to a retail store located at 3201 West Broadway Boulevard in reference to shoplifting in progress. Prior to Officer’s arrival, the suspect had fled the store. Officers collected information from Asset Protection, and submitted a report.
Sedalia Police were dispatched to a retail store located at 3201 West Broadway Boulevard on Saturday afternoon for a report of shoplifting. Officers arrived on scene, gathered information, and identified the suspect, and issued her a trespass warning. Kathryn Lee Ferrell, 33, of Sedalia, was issued a municipal citation for Stealing. Ferrell was released on scene.
Officers were searching the area of East St Louis Street and North Washington Avenue on Saturday morning for two subjects who had broken into a vehicle on 2nd Street. Officers observed two suspects running down East St Louis Street. Utilizing ground patrol, a police Drone, and a Pettis County police dog, Officers were able to locate both subjects after they had hid in a nearby tree line and concealed items there. Cruz Escobar, 27, of Sedalia, was arrested on charges of Possession of a Controlled Substance and Possession of Drug Paraphernalia. Barry Carle Rivera, 26, of Sedalia, was arrested on a charge of Possession of a controlled Substance. Both Escobar and Rivera were transported to the Pettis County Jail.
Sunday evening, Officers conducted a traffic stop near West 13th Street and South Osage Avenue. The driver of the vehicle was found to have an active warrant for Failure to Appear on a charge of Driving Without a License. Ana M. Silva Rubio, 26, of Sedalia, was arrested on for her warrant, and a new charge of Driving While Suspended. Rubio was booked and released after a $150 cash bond was met.
On the afternoon of October 8th, Travis Battershell came into the lobby of the Police Station to turn in a wallet he found. The wallet was found in the 500 block of North Park Avenue. It was placed into evidence.
Sedalia police were dispatched to the 900 block of South Carr Avenue for a report of a drunk male attempting to get inside a residence. It was determined the male was too intoxicated to care for himself. His BAC was read at .354. Walter Benjamin Xolbol, 22, of an unknown address, was taken into protective custody due to his level of intoxication. Xolbol was left in the care of the hospital.
Sunday night, Officers responded to the area of East 14th Street and South Ohio Avenue for a report of suspicious activity. Jacob B. Lore reported a series of events that have occurred at or near his residence, that indicated someone was harassing him. No arrests have been made at this time.

On the afternoon of October 8th, Officers were dispatched to the 600 block of South Engineer Avenue in reference to a hit and urn accident. Rebecca Heimsoth reported the accident occurred at an unknown time.
Friday evening, Officers were dispatched to a retail store at 3201 West Broadway Boulevard to investigate a past occurred theft. Information was gathered for a report. The suspect was identified, but not located.
Friday evening, Officers were dispatched to Hubbard Park, 601 North Missouri Avenue, in reference to a fight in progress. Both subjects sustained injuries, and were released to seek medical treatment. A summons will be mailed to the primary aggressor, who was not named in the report.
Officers were dispatched to the 1900 block of West 10th Street for a report of a stolen bicycle on the afternoon of October 12th. Officers arrived on scene and spoke with Trevor Cates. Information was gathered, a report was completed.
Saturday afternoon, Officers made contact with Timothy L. Schultz in the lobby of the Police Department. Schultz turned in a phone he had found at Liberty Park. The phone was placed into the property room as found property.
On the afternoon of October 9th, an employee with a local movie theater, Allen Charra, brought in items located within the theaters that had been left behind by patrons. Some of the items have been returned to owners, and others were placed into evidence.
Friday evening, Officers responded to a call of animals running at large in the 1900 block of South Brown Avenue. The animal owner was located and issued a summons. Austin August Boatcher, 27, of Sedalia, was cited for Animals Running at Large.
Sedalia Police were dispatched to the 800 block of Crescent Driver in reference to a found bicycle. Marsha L. Goalder reported the bike was parked in front of her house.
On the morning of October 8th, Officers were dispatched to the 3400 block of East Broadway Boulevard in reference to a theft. An employee at an internet provider had used a company credit card to pay for gas in a personal vehicle.
