
Sedalia Police Reports for October 4, 2024

Saturday night, Officers observed a black SUV southbound on South Osage Avenue that had failed to stop at a stop sign at West Broadway Boulevard. As Officers caught up to the vehicle, it pulled off to the side of the road and came to a stop, failing to signal. The vehicle parked near West 12 Street and South Osage Avenue. The driver was impaired by drugs. Leandrea Regina Chandler, 37, of Knob Noster, was arrested for Driving While Intoxicated (Drugs).
Thursday evening, Officers took a documentation report from Ramon Cortez in the 1800 block of West 10th Street. Cortez reported receiving threatening emails from a subject known to him. No charges are being sought at this time.
Early last Saturday morning, a car was stopped near West 4th Street and South Kentucky Avenue for illegal amounts of window tinting*. It was also suspected the driver may be violating their sex offender registry obligations by driving a vehicle he had not registered with the MSHP**. Officers spoke with the driver, who stated he was on his way to work. However, he was driving in the opposite direction of his workplace. The window tint of the vehicle was measured at 1%. Anthony Lamar Melton, 36, of Sedalia, was arrested for Driving While Suspended, Operating a Motor Vehicle With Vision Reducing Material Applied, and felony Failure to Register as a Sex Offender. Bond was set at $100,000 cash or surety.
Sedalia Police stopped a car in the 2900 block of West Broadway Boulevard, because the driver was suspected to be suspended, and it was failing to maintain its lane. The driver was the suspect. Harold Mitchell Washington Jr., 50, of Knob Noster, was arrested on a charge of Driving While Suspended. Washington was transported to the Pettis County Jail to be booked and released.
Officers responded to a tobacco store at 709 East Broadway Boulevard on the night of October 2nd. Found property was left behind at the business. Officers collected the property and a report was generated.
Early last Sunday morning, Officers stopped a vehicle near East 12th Street and East Broadway Boulevard. The stop was conducted because the vehicle’s registered owner had a revoked license and a warrant from Morgan County for his arrest. Additionally, the vehicle had no plate lights and was swerving outside of its lane by several feet. The driver’s eyes were watery, glassy, and bloodshot. He refused to say how much he had to drink, refused to conduct field sobriety tests, and refused a preliminary breath test. A search incident to arrest revealed two empty alcoholic containers in the vehicle. After the suspect was transported to the SPD headquarters, a search warrant for his blood was obtained. Once the search warrant was obtained, the Officer handed it to the suspect to read. The suspect threw the warrant away. During the execution of the warrant, the suspect was belligerent and agitated through the process. He was vulgar, ridiculing Officers during the process. Once the suspect’s blood had been collected, Officers sealed the sample. During the processing, the suspect took off his bandage and proceeded to lick it. Richard A. Rohr, 52, of Tipton, was arrested on charges of Driving While Intoxicated, Driving While Revoked, Failure to Maintain Financial Responsibility, Improper Lane Usage, and the FTA warrant from Morgan County on original charges of Driving While Revoked. Rohr was booked in at the Pettis County Jail. Once he was at the jail, he hit his head on the wall, causing his nose to bleed. Rohr was issued a $200 cash or surety bond on the FTA warrant, with a $7500 cash or surety bond on the new charges.
Officers conducted an investigative stop near West 10th Street and South Kentucky Avenue on a vehicle they suspected was driving without a license. The driver was the suspect. Augustin Cano Rodriguez Jr., 34, of Sedalia, was arrested on charges of Operator’s License Required, No Proof of Insurance, and Driving While Intoxicated. Rodriguez was processed and released with a summons.

Thursday evening, Officers made contact with Dominick Cash Domingue in the lobby of the Police Department. Domingue reported property damage at a retail store located at 3201 West Broadway Boulevard. Information was gathered for a report.
Sedalia Police were dispatched to a large retail store located at 3201 West Broadway Boulevard on the evening of September 28th to investigate a report of theft. Two individuals were identified and placed under arrest, with the total amount of the theft set at approximately $190.00. Victoria J. Dolci, 43, Homeless, and Paul Lawrence Hartelt, 45, also Homeless, were arrested and then cited for Stealing. Both were released on the scene.
Thursday evening, Officers were dispatched to a report via the telephone. Officers made contact with Joseph M. Lollis, who reported license plates were stolen from the 200 block of Winchester Drive. Information was gathered, a report was completed, and the license plates were entered as stolen.
Thursday morning, Officers spoke with Samantha Perkins regarding found property. Perkins found the property in the 400 block of West 5th Street. Officers collected the property and placed it into the property room.
*All vehicles registered in Missouri may have window tint on the front side windows as dark as 35% VLT. No window tint on any side or rear window of a vehicle in Missouri may be more than 35% reflective, and no colors of window tint are currently banned in the state.
**The only vehicle Melton has listed in his registry is a 2003 White Cadillac. Melton was driving a white Mercedes at the time of his arrest. Melton is listed on the Sex Offender Registry as compliant, as of news time. Melton is a Tier III Sex Offender on original charges of Aggravated Sexual Abuse of a Child (13-16 Years of Age). The conviction was in Kankakee, Illinois, in 2009. Tier III includes individuals convicted of the most serious sex offenses. Offenders in this tier may have committed crimes such as rape, sexual assault, child molestation, or repeat offenses. Tier III offenders have the highest risk level and are subject to the most stringent registration requirements, including regular in-person verification and community notifications.
