The Missouri State Highway Patrol reports that an eastbound 2017 Dodge Durango, driven by 33-year-old Alison G. Soper of Whiteman Air Force Base, was stopped at a stop sign at Route DD and Highway 23 at 3 p.m., when she proceeded forward to make a right-hand turn onto 23 and was struck from the rear by an eastbound 2015 Kia Rio, driven by 21-year-old Seth J.
