A pedestrian was struck & killed by a dump truck on Sunday afternoon in Jackson County.

The Missouri State Highway Patrol reports that a northbound 2017 International dump truck, driven by a 37-year-old man from Blue Springs, stopped to let a passenger out of the vehicle sometime after 4 p.m.

The truck then began to slide on the roadway. It then struck the pedestrian and a parked vehicle (2005 Honda CRV) on Ashland Avenue, north of 20th Street (in the Blue Summit area).

The pedestrian, identified as 61-year-old Everett Carter from Independence, was pronounced deceased at 4:34 p.m., by Jeff Jewell with the Inter City Fire Protection District. The body was taken to the Jackson County Medical Examiner’s Office.

Carter, a Jackson County Public Works employee for eight years, and a Jackson County employee for 40 years, was reportedly only 20 days away from retirement.

The dump truck driver suffered minor injuries and was transported to Centerpoint Hospital by EMS.

The dump truck had extensive damage, while the Honda had minor damage.

Jackson County Deputies assisted the three Troopers on scene.

This was the first fatality of 2025 for Troop A.
