MSHP Arrest Reports for October 30, 2023

The Missouri State Highway Patrol arrested 25-year-old Elissa N. Armstrong of Warrensburg at 2:18 a.m. Sunday in Johnson County. She now faces charges of driving while intoxicated, failure to maintain the right half of the roadway resulting in a crash, and displaying the license plates belonging to another vehicle. Armstrong was taken to the Warrensburg Police Department, where she was booked and released.

The Missouri State Highway Patrol arrested 59-year-old Janette F. Harms of Ionia at 1:17 a.m. Saturday in Pettis County. She was suspected of driving while intoxicated. Harms was taken to the Pettis County Jail, where she was booked and released.

The Missouri State Highway Patrol arrested 53-year-old Rolando A. Mendoza of Carrollton at 5:25 p.m. Friday in Johnson County. He was wanted on a felony warrant out of Sarpy County in violation of a court order, and was also suspected of driving while intoxicated. Mendoza was taken to the Warrensburg Police Department with no bond.

The Missouri State Highway Patrol arrested 51-year-old Shelley M. Muse of Califorinia at 9:46 p.m. Saturday in Moniteau County. She was suspected of driving while intoxicated. She was later released.
